On September 18, 2020, the EBU announced that the theme from the canceled 2020 "Open Up" competition will be kept. The design of the logo should nevertheless be revised, according to Executive Producer Sietse Bakker. On December 4, 2020, the EBU published the new logo for the 2021 competition, which is strongly based on the 2020 design, but the abstract flags of the countries are no longer sorted by the debut year of each country. On September 18, 2020, the EBU published four scenarios of how the 2021 contest could definitely take place. Each scenario was explained in more detail by the organizers. Under Scenario B, the competition would also be held with nine shows, but all people would have to be 1.5 meters apart. Only delegation teams would travel to the competition itself and the number of fans, press and delegation members would be reduced. If delegations are unable to travel to Rotterdam, pre-recorded videos of live performances by the artists would be used for the shows.
